Man, oh man. That's not easy to answer as it completely depends upon the flow of the game. Some games reward specialization. Others reward balance. Some ramp up difficulty so slowly that you can comfortably accumulate points. Others so quickly that you are eager to spend them immediately upon gaining them.
I have no idea how to answer such a question in a general sense as I'm a very adaptive player.
Yes, the answer depends on context. However, just follow your heart and answer the first thing that crosses your mind. It´s not an analytical question (as it should be), but a really open one. Pretend this is a free-association game.

All right, I'll answer by following my whimsy. In PnP RPGs, I prefer to play hopelessly imbalanced characters as I find it's the best means of producing dramatic tension and providing compelling motivations to work with a group. So, I'll go with reinforcing existing skills.
